Karhi, as Israel’s Minister of Communications, took decisions to systematically destroy communications infrastructure, ordered the murder of media workers and the denial of freedom of communication, implemented policies of mass extermination through communications blackouts, and supported persecution of identifiable groups, in violation of his obligations to protect civilians during armed conflict and to observe fundamental human rights.
