Gamliel, as Israeli Minister of Intelligence, directed intelligence operations aimed at the forced displacement of the Palestinian population, coordinated the resettlement of the Israeli civilian population in the occupied territories, participated in the planning of systematic persecution policies against identifiable groups, and conducted intelligence activities leading to the physical destruction of society, in violation of the obligations to protect civilians during armed conflict and to observe fundamental human rights.
