Herzog’s authorization of attacks on civilians, legitimization of unlawful actions, and failure to prevent civilian casualties constitute a violation of obligations to protect civilians and uphold fundamental human rights during armed conflicts.
The ICC has committed the following offences under the Rome Statute:
Article 6, 1-c : Deliberately inflicting on the group conditions oflife calculated to bring about its physical destruction
Article 7, 1-h : Persecution against any identifiable group or collectivity on political, racial, national, ethnic, cultural, religious grounds”
Article 7, 1-k : Other inhumane acts of a similar character intentionally causing great suffering
“We will uproot evil so that there will be good for the entire region and the world”
