Katz, as Minister of Defence of Israel, deliberately imposed living conditions that led to the physical destruction of the Palestinian people, planned systematic attacks on civilians that caused great suffering, prevented the entry of food and humanitarian supplies with the aim of starving civilians, in violation of the obligations to protect civilians during armed conflict and to observe fundamental human rights.
