Halevi, as former Chief of Staff of Israel, planned and directed operations to systematically kill members of the group, commanded military operations that would lead to the physical destruction of the Palestinian people, ordered attacks knowing that they would result in civilian casualties and destruction of civilian infrastructure, and commanded the implementation of persecution policies against identifiable groups, in violation of his obligations to protect civilians and observe fundamental human rights during armed conflict.
