As Israel’s counsel at the ICC, Raguan’s use of legal arguments to justify deliberate attacks against the civilian population, to legitimize the imposition of living conditions that lead to the physical destruction of the Palestinian people, and to legally defend policies of persecution against identifiable groups, constitute violations of the obligations to protect civilians and respect fundamental human rights during armed conflict.

January 25, 2025, Rafah-Gaza (AA - Mahmoud Bassam)
The city of Rafah in the Gaza Strip was left in ruins after months of Israeli bombardment and fighting. Returning Palestinians found their homes reduced to rubble, with hardly a single building left intact. As the Israeli army withdrew from Abu Yousef al-Najjar Hospital and its surroundings, it left behind widespread destruction. The hospital building and its equipment were rendered completely unusable in the attack.
